It is a good idea to update and commit the html/welcome.html file. In particular the Release Features will require an entire new section for the new release. If you take the time to do this step now, then anyone who checks out the release in the future will get the news entry related to the release. Most likely, the information has already been updated.
NOTE: You will update the SVN number, dates and kernel version and manifest URL later (see Build The Manifest).
