It is a good idea to update and commit the html/welcome.html file with a news entry about the release. If you take the time to do this step now, then anyone who checks out the release in the future will get the news entry related to the release.
As of 2011-May-05 this is less critical as the News area is now dynamically updated via RSS information.

The html/README.html file should be reviewed and updated if necessary.
